You will play a pivotal role in the provision of veterinary advice regarding animal welfare to policy makers and in working with APHA operational staff to promote the two-way flow of information. Veterinary Advisors (VAs) work closely with the Veterinary Head of Animal Welfare, other Welfare VAs, policy colleagues, colleagues in the wider advice team and beyond.
Job description
The Welfare VA is accountable for the provision of veterinary advise on welfare and scientific evidence as appropriate. The Welfare VA will be working with the veterinary colleagues and the welfare scientific advisor to deliver excellence in expert veterinary and scientific welfare advice. The VA will support the development and implementation of veterinary and public health policies and measures.
The VAs will carry out duties commensurate with the grade and purpose of the post.
These will include, but not limited to the following:
- Supporting and enabling service delivery (where appropriate these will be delivered in partnership with other VAs and GVSs).
- Leadership and managing change.
- Resilience and risk management.
- Stakeholder management.
- Rotas.
Travel
Travel will be required to other locations to meet business needs.
Person specification
The Welfare VAs is responsible for giving high quality, evidence-based expert veterinary and scientific advice at all times; to achieve this they must:
- Have a proven track record of experience in statutory and non-statutory animal health and welfare assessments, policies, threat characterisation, risk management, enforcement, and control.
- Have experience of translating scientific information into a language and format suitable for a non-scientific audience.
- Have a proven track record of tactical veterinary leadership and decision making during an incident and outbreak response, complex case work and/or contingency planning and business continuity.
- Be confident showing their comprehensive skills, knowledge and ability in multiple areas of veterinary public health.
- Be proficient at conducting literature reviews, including critique of scientific papers.
- Be able to review data to identify and monitor trends and perform Quality Assurance checks as appropriate.
- Be a strategical thinker with well-developed analytical and creative problem-solving abilities.
- Show visible, inspiring, and engaging leadership, including leading people through change.
- Show tactical planning, development, prioritisation, and implementation skills.
- Have persuasive communication skills able to translate complex science into simple messages.
- Have an ability to collaboratively work with a network of customers, partners, industry and other stakeholders.
- Be motivated, corporate, self-aware with high inner resilience and calm under pressure.
- Show the ability to set up and work within an auditable system of procedures and processes maintaining and assuring appropriate levels of quality assurance and quality control.
- Be proactive and innovative, and work in a flexible and agile way, making use of modern technology.
- Have experience of active as a representative (of their own business/agency/academic department or similar) with important customers, partners and stakeholders.
- Familiarity with common IT packages (MS Office, MS Access, MS Excel, Access, Teams).

Selection process details

Sift
Should a large number of applications be received, an initial sift may be conducted using the Personal Statement.
Candidates who pass the initial sift may be progressed to a full sift (i.e. including the lead behaviour, Working Together) or progressed straight to assessment/interview. The sift is expected to take place towards the beginning/mid December 2024.
Interview
If successful at application stage, you will be invited to interview where you will be assessed on behaviours, experience, strengths and a technical element.

- Technical - Candidates will be assessed on their technical knowledge of animal welfare including relevant legislation, knowledge of veterinary public health/government veterinary work and either an in-tray exercise or presentation.

Interviews will be conducted via Video link and are expected to take place at the of mid/end December 2024 to start of January 2025.

Location
Please be aware that this role will be contractually based in an APHA workplace. Location agreements are subject to space.
As part of the pre-employment process for this post, successful candidate will be able to agree a contractual workplace from those locations listed in this advert. The agreed contractual workplace is then the substantive and permanent place of work for the successful candidate(s).
Where the location is ‘National’ the successful appointee should discuss and agree an appropriate contractual location in line with both Defra’s location policy and site capacity, prior to proceeding with pre-employment processes.
Successful applicants currently employed by the hiring Defra organisation for this post may choose to remain in their current contractual location or may choose to change contractual location to one of those listed above. This should be discussed and agreed prior to proceeding with pre-employment processes.
The agreed amount of time spent at a workplace for this post will reflect the requirement for Civil Servants to spend at least 60% of their working time in an organisation workplace with the option to work the remaining time flexibly from home. Working time spent at a workplace may include time spent at other organisational locations including field-based operational locations, together with supplier, customer or partner locations. This is a non-contractual agreement which is consistent with common Civil Service expectations.
Travel costs to non-contractual workplaces will be subject to departmental travel and subsistence policies. Travel costs to contractual workplaces are the responsibility of the employee.
The successful candidate is required to carry out all their duties from a UK location and cannot do so from an overseas location at any time.
