The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.
The EU Delegation to Australia in Canberra was established in 1981 and is responsible for the conduct of official relations with Australia. The Delegation works closely with all the diplomatic missions of the EU Member States represented in Australia.

We offer a post of Policy Officer. Under this post, the recruited person will be attributed functions depending on the needs of the Delegation.
We are looking for an energetic, experienced and highly motivated Policy Officer to deal with economic and trade issues in the EU Delegation in Australia. The successful candidate will advise on economic and trade relations between the EU and Australia and will be involved in facilitating the negotiation and implementation of a Free Trade Agreement (FTA) currently negotiated between the EU and Australia. The selected candidate will play a key role in drafting economic and trade reporting to headquarters in the Delegation.
Upon recruitment, the successful candidate will occupy a specific job function as Trade Affairs Officer – this job function may be changed in accordance with the needs of the Delegation. Under this job function, the successful candidate will serve as technical and support staff to the Trade and Economics Section under the supervision and responsibility of the relevant head of section. It is a full time permanent position in an office with a multicultural environment. Going on missions will be a part of the tasks.

Job Objective/Main Tasks
To contribute, under the supervision of the Head of Section, to the fulfilment of the mandate of the Head of Delegation as regards, in particular, EU-Australia relations in the fields of economic policy, trade policy, investment, agriculture, business cooperation, regional trade developments and agreements, market access, food standards, SPS, WTO-related matters, Assist the Head of Section in planning, management & coordination of the Delegation's trade matters.
Sectorial Reporting & Information to the HoD & Headquarters
- Monitor & report, regularly and in a timely fashion to Headquarters on all trade issues, and the external economic relations of the EU in a broader sense (trade in services, investment, industrial policy, agriculture) as well as in response to any specific requests.
- Send regular press/media reviews concerning local coverage of issues important to Headquarters.
- Provide on request briefings, draft speeches, statements, press releases and articles concerning the area assigned.
- Provide early warnings on potential problems and disputes with particular emphasis on market access issues.
Information & communication, representation & participation in the host country/region
- Provide the necessary working relations with the relevant national authorities (Department of Foreign Affairs & Trade and other Departments involved in trade activities), private sector representatives and professional organisations and other local operators in the field.
- Develop close working contacts with the local Member State representatives (ie. economic & trade counsellors and trade commissioners) and EU business community and representatives.
- State, explain and defend the EU trade policies and EU position in all trade & WTO matters to domestic audiences particularly local and regional authorities, press, civil society, business and academics.
- Prepare and participate in FTA negotiations or joint committee meetings.
- Represent the EU and participate in conferences, meetings and other public events on trade matters.
Monitoring, Analysis & Implementation of Trade Policy
- Follow all issues having an impact on the negotiation or the implementation of a bilateral or regional FTA with the EU or on other agreements pertaining to Trade.
- Monitor economic and trade policy of Australia and the region. Particular attention will be paid to trade flows, forecasts, legislations, fiscal policy, tax system, financial services, land ownership regime, intellectual property rights, completion, foreign investment, etc.
- Monitor the host country/region's position in ongoing or planned multilateral, regional, or bilateral trade negotiations (WTO, FTA. etc).

Compulsory requirement
AssetQualifications
A University degree in the relevant sector – economics, trade, trade law, political science, international relations or related fields.
Excellent drafting and editing skills.
Postgraduate qualifications would be an additional asset.
Professional experience. The candidate should possess at least 5 years’ professional experience in the field of trade & economic analysis reporting.
The specialist knowledge required would be an excellent knowledge of Australian/EU economic and trade relations and landscape.
Experience in a diplomatic mission will be welcome but not a prerequisite and in-depth knowledge of the EU and its policies would be an asset.
Knowledge of languages. Fluency in English is essential. EN – ability to understand C2, ability to read C2, ability to speak C2, ability to write C2. Proficiency in other European and other languages would be an advantage.
Knowledge of IT tools. Microsoft Office (Advanced Excel skills, PowerPoint), and videoconferencing technologies. Microsoft Sharepoint, Statistical software (eg, Stata, SPSS, R), Audiovisual skills (eg, basic sound and video editing).

The procedure
After the deadline for applications, the applications will be reviewed by a Selection Committee set up for this purpose. The Selection Committee will prepare a short-list of candidates who are considered to be the most suitable for the post on the basis of a preliminary assessment of the information provided in their application letter and the supporting documents. The short-listed candidates will be invited to an assessment phase which may include an interview if necessary – during this phase, the Selection Committee will assess the suitability of the candidates for the post.
