Who we are
The Biosecurity Animal Division works to maintain and enhance trade and market access for animals and animal products. The division undertakes risk analyses for animals and animal products (terrestrial, avian and aquatic) and assesses applications for the import of live animals, biological materials and animal genetic material. The division also provides policy and technical advice on marine pest biosecurity, and works collaboratively with Australian industries, governments and the community to strengthen Australia's animal disease prevention, preparedness and response capabilities. Working closely with stakeholders, the division maintains and enhances the health and sustainability of Australia's animal and animal products sectors and environment, and supports human health in Australia and overseas. The division also provides leadership and strategic direction on domestic and international animal health issues and facilitates the export of live animals and animal genetic material by negotiating animal health protocols and animal health certification with overseas authorities.
The Animal Health Policy Branch works with government and industry stakeholders to lead, influence and coordinate animal (including aquatic animal) health and marine pest policies and programs to mitigate the potential impact of pests and diseases on Australia's animal, human and environmental health. The branch does this by strengthening national prevention, preparedness, detection and response capabilities, and working off-shore with our near neighbours.

The Epidemiology and One Health Section provides technical advice, analyses and research to:
•    co-design and/or evaluate Australian animal disease surveillance and monitoring systems and programs for early detection of emerging and emergency animal diseases
•    undertake applied epidemiological research, modelling, analysis and/or capacity building to support the translation and application of evidence and risk-based surveillance, preparedness and response policies for priority animal diseases
•    provide decision support and epidemiological expertise for emergency and emerging disease response
•    lead development and implementation of the national terrestrial animal health strategy (AnimalPLAN)
•    lead animal health input into national One Health policies and capacity building for antimicrobial resistance and zoonotic pathogens.

 

The key duties of the position include:

The Job
The primary duties of the position include, but are not limited to:
•    effectively lead and manage a small team by providing direction on their roles and responsibilities, regularly monitoring performance and departmental governance, and support development of staff to their full potential
•    leading and manage applied epidemiological analyses, research and capacity building
•    coordinating and lead activities and projects on animal disease outbreak preparedness and response, applying simulation modelling and other decision support tools
•    contributing to and lead activities supporting Australia’s national animal health surveillance plan including the prioritisation of surveillance resources
•    providing technical and high-level animal health advice on relevant policy issues.

 

Eligibility

What we are looking for
Knowledge and experience

•    Sound knowledge of Australia’s animal production industries, biosecurity and animal health surveillance systems, and emergency management, including animal disease emergencies.
•    Sound knowledge and experience of applied epidemiology and/or simulation modelling for disease outbreak responses.
•    Experience preparing and/or evaluating reports, policy positions and advice, submissions, briefings, and delivering results.
•    Experience with representing government or organisations at national and/or international fora.

Mandatory qualifications
Applicants must possess a veterinary degree and must be currently registered or eligible for registration with a relevant Australian state or territory veterinary board.

Please note that the merit pool established through this selection process, which is valid for a period of 12 months from the date the vacancy was advertised in the Public Gazette, may be used to fill future ongoing and non-ongoing vacancies in the Biosecurity Animal Division where the duties are of a similar nature. If an offer of non-ongoing employment is made, the successful applicant would be employed for an initial period of up to 6 months with the possibility of extension up to a maximum period of 3 years in total.
