The post holder will play a key role in providing veterinary assessment of legislative changes, disease outbreaks, new work or procedural changes and projects, liaising with APHA and Defra staff and other government departments and industries as required.

The post is mainly office based with occasional travel for meetings/training dependant on business need.

Job description

We have 2 exciting opportunities to join the Centre for International Trade (CIT) team to provide Veterinary guidance and support to the APHA CIT on international trade matters.

The post holder will provide veterinary operational services to safeguard animal health and welfare and public health, protect the economy and enhance food security through inspection, surveillance, regulation, enforcement, and where applicable research, through the application of state veterinary medicine in the delivery of GB Governments’ policies.

Main duties will include but not be limited to the following:

  • Provide Veterinary guidance on International Trade and Border Control related matters to support the admin teams at CIT. Work to ensure the teams understand the impact of regulatory changes on border controls and monitor standards of veterinary certification to help protect the integrity of GB’s animal health status, market access and export certification.
  • Provide veterinary guidance and, when appropriate assess risks on imports and intra-EU trade of animals (including pets) and animal products to APHA, Defra and other Government departments, stakeholders, and Official Veterinarians. Provide quality assurance of Official Veterinarian (OV) certification standards, post import checks and approvals carried out by APHA field staff. Provide guidance and assistance to the development/delivery of training to APHA staff, OVs (Official Veterinarian), and Local Authority Inspectors.
  • Provide quality assurance of checks by APHA and Local Authority staff at Border Inspections posts
  • Assess the impact of regulatory changes, liaising with Defra as required on the delivery of these changes and advising CIT colleagues accordingly.

Person specification

We are looking for candidates who can demonstrate the following skills and experience:

  • Professional credibility with sound written and verbal communication skills sufficient to represent APHA, as necessary.
  • High standard of interpersonal skills and ability to work as part of a multi-disciplinary team. To work in a flexible and agile way to support development and to make use of current technology.
  • Ability to display leadership by supporting agreed changes and displaying behaviours that align with Civil Service and organisational values
  • Ability to use and communicate veterinary knowledge within and external to APHA in a way that promotes understanding by the target audience(s), including production of succinct and accurate reports to meet specified requirements.
  • Ability to work within an auditable system of procedures and processes maintaining appropriate levels of quality assurance and control, including excellent standards of record keeping. To work in a flexible and agile way to support development and to make use of current technology.

All successful candidates will be provided with an extensive programme of training and support as part of their induction into working with APHA.

Salary

New entrants to the Civil Service are expected to start on the minimum of the pay band. The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.
