Description

As our Senior Biosecurity Officer, you will:
• Drive the establishment and maintenance of effective working relationships with local industry bodies and stakeholders to facilitate effective biosecurity system risk management. This may include:
- providing respected, authoritative technical advice on complex issues
- presenting information aligned to Queensland government policy at local and state forums/committees/community events, and/or
- providing quality training to external stakeholders to improve their capabilities.

• Directly supervise the work of a small team of Biosecurity Officers to ensure tasks are undertaken correctly and safely. This includes:
- model and nurture a positive team culture cultivating effective teamwork.
- planning and managing team priorities to meet defined deliverables.
- recognising and escalating issues when necessary, and
- associated corporate governance compliance and people management duties (HR policy, WHS management, leave, timesheets etc.).

 

• Independently undertake and oversee tasks contributing to the protection of the Queensland biosecurity system by:
- Leading assigned preventative and targeted compliance activities including planning for investigations and making recommendations in accordance with the Enforcement Strategy.
- Gathering evidence as part of investigations of potential legislative breaches and chemical residue impacts (e.g. Note taking, sample collection, witness statements/interviews, briefs of evidence).
- Assisting stakeholders to manage biosecurity risks associated with
o contaminants or residues in products destined for human consumption (animals and crops) and,
o plant pests and diseases.
- Contributing to industry market access by conducting auditing and inspections involving undertaking data/information gathering, recording and reporting.
- Planning and conducting field-based monitoring and surveillance to contribute to state and national plant health programs.
- Carry out and document risk-based decision making to ensure regulatory actions are proportionate.
- Providing authoritative technical advice to internal stakeholders.

 

• Through participation in an active professional development program, maintain currency and extend own capabilities in relevant legislation and specialist technical field(s). Where relevant, this may include fundamental development of leadership capabilities.
• Undertaking internal reviews and reporting on team-based quality assurance processes.
• Participate in Emergency Pest and Disease responses at a district, state-wide or interstate level. This can include field work in remote areas and/or being based away from home for periods of time.

 

Mandatory requirements
• It is a mandatory requirement for a technical officer to possess an Australian Diploma or Advanced Diploma, qualification or agreed equivalent in a relevant field (e.g., agriculture or environment) from a recognised tertiary institute.
• For international qualifications, the applicant will need their qualification assessed, to determine comparability with the Australian Qualifications Framework.

 

The Department of Employment, Small Business and Training can assist with these assessments for Queensland residents.
• A current unrestricted “C or CA” (car) class driver's license.
