Description
Primary objective
Provide and coordinate high level professional veterinary biosecurity advice and services, which manage risks to the economy, environment and human health and support the development of sustainable agribusiness and economic development in the NT.
Context statement
The Regional Veterinary Officer (RVO) is responsible for coordinating the delivery of veterinary biosecurity services and projects for the region, and providing professional leadership, mentoring and support for other staff. As the position involves service delivery for the pastoral industry, which generally operates outside of normal business hours, the RVO is expectedt o remain accessible, responsive and flexible to respond to urgent animal health events and service requests. In addition, the position is required to manage the NT’s contribution to a number of animal health projects with responsibility for achieving outcomes against relevant business plans.
Key duties and responsibilities
1. Provide expert veterinary biosecurity advice relating to animal biosecurity in the Northern Territory.
2. Coordinate and deliver veterinary biosecurity services and projects for the region, including in-field disease investigation, disease surveillance, disease control, biosecurity certification and animal health and biosecurity extension.
3. Administer the NT Livestock Act and other relevant legislation including auditing and investigation of alleged breaches.
4. Lead and manage a functional section during biosecurity emergency responses.
5. Manage nominated animal biosecurity projects across the work unit, including representing the agency on regional, territory and national technical committees, working groups and meetings.
6. Participate in the emergency response to pests and diseases of livestock, plants and aquatic animals.
Selection criteria
Essential
1. Relevant tertiary qualification in Veterinary Science and eligibility for registration in the Northern Territory.
2. Experience in the provision of animal health and production programs in livestock industries, preferably in pastoral zones.
3. Experience in the cattle industry, with practical skills in beef husbandry and medicine.
4. Demonstrated ability to plan and implement regulatory, research and extension programs.
5. Excellent knowledge of disease investigation techniques and endemic diseases of livestock in Australia, especially in the pastoral zone in northern Australia.
Desirable
1. Post graduate qualification in animal biosecurity, epidemiology, public health or other relevant discipline.
2. Certificate IV in Government Investigations.
3. Formal training in public safety/Biosecurity Emergency Response.
4. Demonstrated experience working in a regulatory environment.
Further information
The Veterinary Officer will be appointed as an Inspector under the Northern Territory Livestock Act and other relevant Acts. The successful applicant must have a current driver’s licence, current firearm licence (or ability to obtain) and be willing and able to travel, camp out on occasions in remote locations, undertake field operations and physically demanding work according to safe work requirements, and use a firearm as needed.
