Program Officer – Animal Well Being

The Program Officer - Animal Well Being will report to the Associate Project Director  (BSLD) and will lead and facilitate the well-being of all animals through the adoption of improved animal management, productivity practices and standards in the State and assigned program area to ensure animal health, animal husbandry, and product quality assurance is achieved. He/She will be responsible for ensuring that Heifer participants in the project have knowledge and skills on how to maximize their animals’ productivity and reduce the cost of production. The Program Officer - Animal Well Being will work in close collaboration and coordination with the Program/Project Managers to ensure successful, innovative, efficient, and effective functioning of all enterprise hubs in the program. He/She will be working in collaboration with project partners and will be responsible for capacity building, monitoring and reporting related to project activities in the area.

A. Support project partners in effective implementation of the project and achieve the project objectives (25%)

  • Assist project partners in the social capital building
  • Assist project partners in staff selection and staff capacity building and orientation
  • Assist project partners in various training, farmer’s field trips, exchange visits, study reports
  • Assist project partner in the implementation of the project activities
  • Assist project partner to ensure quality passing on the gifts and other resources
  • Assist the partner in the implementation of the exponential POG with quality
  • Assist project partner to develop/produce market-oriented quality products
  • Assist partner in following PMD-pro tools and framework
  • Support the partner to implement the feedback/changes suggested by the Heifer team


  • Staff is selected and trained as per the Heifer’s process
  • Training is delivered following the training module, schedule and days
  • Project activities are completed on-time and on-budget as per the PIP
  • Activities and training are supervised in the field and follow-up instructions are given
  • Exponential POG and PSRP are completed following the process as per schedule
  • Physical passing on of the gifts and assets are tracked, quality is ensured, and achieved within the approved time period
  • PMD_Pro tools - project planning, designing, project charter, RACI, Issue Log, PIP, Gantt Chart, project closing - is used across the project

B. Monitor, review, and report the program (25%)

  • Ensure that the partner meets the Heifer’s monitoring and evaluation requirements and the deadlines
  • Review the project progress (physical and financial) with partner staff on a monthly basis
  • Participate in ongoing partner activities on a regular basis for quality control and improvement
  • Ensure that the activity-based re-forecasting is prepared following the participatory method and the other stakeholders (PMC, co-founder, etc.)
  • Document and share the best practices
  • Promote and ensure the PSRP process at each level in the project
  • Work in collaboration and consultation with the Regional Program Office (RPO) and Country Program Office (CPO) team
  • Assist in organizing field visit of the Heifer team and other stakeholders


  • Activity-based forecast and fund request are submitted to RPO and CPO as per the schedule
  • All project progress reports (physical and financial) are reviewed and submitted as per the schedule
  • Activity-based forecast is jointly reviewed on a monthly basis and submitted to RPO
  • Participated in all field training on a quarterly basis and regularly at the initial stage of the project
  • Internal and external field visits are organized following the organizational protocol
  • Baseline and GIM survey are completed each year
  • Auditors are supported and audit is completed successfully
  • All project activity is at par in quality with project standards

C. Promote scientific practices for rural farmers pertaining to goat, backyard poultry and other livestock for increasing income and nutrition of the family (25%)

  • Ensure quality and timely animal healthcare delivery (prevention and treatment)
  • Ensure good husbandry practices (breeding, nutrition, housing, feeding, watering, and waste management and other ecological production methods, etc.)
  • Ensure regular supply of quality inputs
  • Ensure the adoption of good biosecurity practices
  • Develop training material and conduct training for field workers/entrepreneurs.
  • Develop innovative models as per the field situation
  • Support in Business and Marketing activities of Poultry Birds for providing technical inputs and handholding if needed
  • Facilitate vaccinators, CAVEs time to time for project implementation
  • Organize training for the vaccinators, CAVEs on BYP and strengthen their knowledge and skills
  • Meet the project targets timely in terms of scale-up production, targeted families, income increase and business goals

D. Facilitate the well-being of all small ruminants through the adoption of improved animal management and production practices and standards in the program (15%)

  • Ensure quality and timely animal healthcare delivery (prevention and treatment)
  • Ensure good husbandry practices (breeding, nutrition, feed and fodder management, housing, watering, and waste management and other ecological production methods, etc.)
  • Ensure regular supply of quality inputs
  • Ensure good quality output products
  • Develop training material and conduct training for field workers/entrepreneurs
  • Develop innovative models as per field situation
  • Support in Business and Marketing activities of small ruminants

E. Liaison, networking, and collaboration with line agencies (10%)

  • Share the Heifer’s model with other stakeholder and building a fruitful relationship with them
  • Promote cross earning and exchange of the knowledge
  • Support the partners in the mobilization of the committed co-funding (Catalytical Leverage Funding)
  • Organize and participate in donor visits
  • Time to time participation in state-level events, workshops, and roundtables

Minimum Requirements
A bachelor's degree in Veterinary Science or equivalent plus three (3) years of goat and local and backyard poultry management related experience is required. Other job-related education and/or experience may be substituted for all or part of these basic requirements.

Preferred Requirement
Master’s Degree in Veterinary Science with a specialization in Poultry Science.
