Description

This is an exciting opportunity to help shape the VMD’s expanding parasiticide policy activities to promote responsible use of these essential veterinary medicines in order to reduce the development and spread of parasiticide resistance, and minimise their environmental impact.
Anthelmintic resistance (AR) poses a significant threat to animal health and welfare, productivity, and the rural economy, unless addressed strategically and with a joined-up approach. There are also concerns regarding the environmental impact of parasiticides, particularly companion animal spot on products.
This new role will support the development and implementation of UK parasiticide policy activities and related stakeholder engagement and research activities, with a particular focus on AR in livestock and equine parasites, and the responsible use of companion animal spot-on ectoparasiticide products. As part of the VMD’s Authorisations Division the post holder will report to the Principal Veterinary Advisor (PVA).
The majority of this work will be desk-based although you will be expected to travel to relevant meetings and conferences. You will be required to work closely with the PVA, alongside other VMD teams and wider stakeholders to develop a firm understanding of the scientific and regulatory landscape, policy needs and contribute to shaping the programme of activities going forwards.
Job description
As the Parasiticide Stewardship and Evidence Manager you will be responsible for:
• researching and advising on areas for policy development
• developing and maintaining stakeholder relationships and collaborations
• horizon scanning for evidence gaps and new research opportunities
• promoting parasiticide stewardship
• and producing associated VMD communications and reports.
Main duties:
• Developing and overseeing delivery of the VMD’s AR KPIs and internal AR Work Plan.
• Researching and advising on areas for parasiticide policy development e.g. monitoring of product sales, changes to product availability, international policy.
• Contributing to delivery of relevant goals in the VMD’s Regulatory Science Strategy 2021-2026.
• Developing and maintaining a network of AR contacts and collaborators in Defra, other government departments, research, academia and wider industry.
• Representing the VMD at national and international meetings, conferences and events, including giving presentations where required.
• Providing the secretariat for relevant meetings.
• Horizon scanning for new publications, activities and research, on relevant developments to the parasiticide landscape.
• Developing the VMD’s existing portfolio of parasiticide research by identifying research gaps and identify opportunities to fill them. Critically appraising potential research topic proposals and inputting into the procurement process.
• Reviewing and critiquing relevant scientific documents, reports and papers for publication from VMD-funded projects.
• Facilitating and encouraging pan-industry stewardship initiatives and a joined-up approach across the various animal sectors and across the UK. This will involve providing context, guidance, feedback, and encouragement to, for example, industry groups, farm assurance schemes, prescribers, academia, and sector groups (with a particular focus on livestock and horses).
• Working with stakeholders to develop systems for monitoring of product sales and resistance.
• Collating, transforming, analysing and presenting relevant data (including use of MS Excel and PowerPoint).
• Producing VMD communication materials and reports e.g. articles on gov.uk; press articles; literature reviews; policy documents etc.
Person specification
We require some experience in or awareness of the following, or a demonstrable ability to get up to speed rapidly:
• Authorisation and use of parasiticides and concerns regarding resistance (e.g. factors contributing to its development and spread, its impacts, relevant stakeholders) and environmental impacts.
• Analysis and critique of complex scientific and regulatory information and data presentation to identify key issues and make recommendations to colleagues.
• Effective communication skills (both written and oral) including experience of helping set direction, inspiring, influencing and negotiating with stakeholders at all levels.
• Establishing networks and working with different stakeholders to deliver in partnership.
• Project management.
You should have experience working in a relevant area such as veterinary medicine, animal health, or agriculture.
IT Skills
You must be proficient in the use of Microsoft Office 365 packages, particularly Word, Excel and Outlook, be able to navigate the internet and learn to use the VMD’s bespoke IT systems.

Application Process

Location
Please be aware that this role(s) will be contractually based in a Defra group workplace/office. The successful candidate is required to carry out all their duties from a UK location, and cannot do so from an overseas location at any time.
Reserve List
A reserve list may be held for a period of 12 months from which further appointments can be made.
Near Miss
Candidates who are judged to be a near miss at interview may be considered for other positions in Defra which may be at a lower grade, but have a potential skills match.
Salary
New entrants are expected to start on the minimum of the pay band.

Full Time post
This is a full time post but part time working (Minimum 80% Full Time Equivalent) and job shares could be possible, although a degree of flexibility would be required so that the job holder(s) could take full responsibility for all aspects of their own work, including attendance at relevant meetings. In order for a job share to be considered there must be two people who are successful at interview who want to work in this way. Term time working would not be possible due to the short timelines assigned to the tasks.
