Description
Primary objective
Lead and manage operational livestock biosecurity staff in the provision of animal biosecurity advice and services, to manage risks to the Territory economy, environment and public health and support the development of sustainable agribusiness and economic development in the NT.
Key duties and responsibilities
- Manage the Livestock Biosecurity Regional Operational team and oversee delivery of all animal biosecurity services and projects in the NT, including in-field disease investigation, disease surveillance, disease control, biosecurity certification and animal health and biosecurity extension.
- Manage the Compliance project to support the NT Livestock Act, 2008 and other relevant legislation.
- Manage nominated animal biosecurity projects across the work unit, including representing the agency on regional, territory and national technical committees, working groups and meetings.
- Provide high level strategic advice and reporting to the senior executive on animal biosecurity compliance and operational issues in the NT.
- Lead and manage a functional section during biosecurity emergency responses.
- Function as the Deputy Departmental Firearms Officer.Selection criteria
Essential
- Appropriate degree in agriculture science, science or natural resource management.
- Extensive experience in interpreting and applying legislation, compliance, enforcement and certification.
- Proven ability for implementing systems to support and improve service delivery to meet business and client needs, business planning and reporting, operational policy development, stakeholder education and engagement.
- Experience in developing and implementing inspection, auditing and surveillance systems for livestock production systems and the instigation of continuous improvement practices in line with legislative requirements and contemporary local and national policies and practices.
- Extensive experience in working effectively across government agencies, industry and the broader community including with people from diverse cultures to achieve outcomes.
- Experience in leading and motivating a small team to achieve desired outcomes.
- Demonstrated ability in contributing to the development of high level documents such as Cabinet Submissions, Ministerial Briefings, approvals, regulatory impact statements, Executive Council papers and correspondence.
- Knowledge of livestock production systems and emergency disease and pest management responses.
- Cert IV in Government Investigations or ability to obtain.
- Firearms licence or ability to obtain.
Further information
The Livestock Biosecurity Operations Manager will be appointed as an Inspector under the Northern Territory Livestock Act, 2008 and other relevant Acts. The successful applicant must have a current driver’s licence and be willing and able to travel extensively, camp out on occasions in remote locations and use a firearm as needed.
