About the Position

The Executive Coordinator Vector Animal and Biosecurity Services leads the team who are responsible for delivering activities which protect the City’s residents, visitors and natural environment from unsafe animals and environmental pests. This senior leadership position has four direct reports and over 70 staff.

The position leads and manages four specialised areas:

  • Animal Management – upholds the city’s regulations relating to pet ownership and animal management, ensuring community compliance with State legislation and Local Laws.
  • Vector and Biosecurity – delivers a range of surveillance and management programs for mosquitos, biting midge, pest plants, pest animals.  The team also delivers strategic biosecurity plans for the City.
  • Business Support – provides operational support and processing of registration and permit applications.
  • Policy – provides interpretation and advice on legislation and develops operational materials and content for effective regulatory decision making.

This complex and multi-disciplinary leadership role leads the delivery of public services and programs, which are evolving to meet new and emerging challenges.


About the Health and Regulatory Services Branch

The Health & Regulatory Services Branch is one of the largest service providers in the City and delivers approximately 300 front line public health, environmental and safety related services that are critical to the ongoing health, lifestyle and prosperity of the Gold Coast community.

A revised operating model has been developed for improved delivery of regulatory services within the Health and Regulatory Services Branch, with effect from 1 February 2022.  From this date, regulatory programs and associated services will be delivered across the following operational areas:

  • Environmental Health
  • City Laws
  • Parking and Program Management
  • Lifeguard Services
  • Vector, Animal and Biosecurity Services.


About You

To be successful in this position, you must possess the following:

  • Bachelor level degree qualification in business or other relevant discipline, with post-graduate and leadership qualifications well regarded.
  • A detailed understanding of the legislative environment, principles and practices relating to animal management, public health, biosecurity and regulatory compliance.
  • Demonstrated successful track record in leading and managing a large multi-disciplinary team delivering regulatory services in a government context
  • Demonstrated experience in developing a team-based culture and customer focus
  • Outstanding analytical, problem solving and decision-making ability with the capacity to research, develop and implement practical responses to emergent issues and opportunities.
  • Highly effective interpersonal skills, including demonstrated ability to consult, influence and communicate with internal staff and external stakeholders
  • Superior written and oral communication skills, including an ability to prepare high quality reports in a clear, concise and timely manner.
  • The ability to prioritise, deliver and report on operational performance
  • Exceptional organisational skills and ability meet deadlines in a fast-paced, dynamic environment.
  • A track record in engaging and developing staff, setting expectations, monitoring and providing constructive feedback
  • Be dedicated to driving a safe workplace for all.


Key deliverables of the position

  • Positive and engaging leadership and management to more than 70 multi-disciplinary professional, technical and operational staff.
  • Delivery of efficient and effective programs and services which meet the expectations and needs of the community and stakeholders.
  • Contribute and collaborate, as a member of the Health and Regulatory Services branch leadership team, to achieve the branch vision and objectives, develop our people and deliver services which are highly valued by the community.
  • Ensure regulatory decisions and resource allocation are risk based and proportionate, supported by an appropriate suite of regulatory decision-making tools and guidance materials.
  • Management of business support functions including operational planning, budget preparation, program and operational reporting as well as identification of business improvement opportunities.
  • Develop productive partnerships and networks to optimise delivery of programs and services with both internal and external stakeholders and other levels of government.
  • Establish a strong, positive and safety-based culture where collaboration, innovation and achievement are valued and where workplace risks are effectively controlled.
  • Deliver customer facing services which are continuously evolving to meet the City’s regulatory and compliance obligations.

Please note this is an Executive Contract position and the hours of work are reflective to meet Executive duties/obligations.
