Description

Primary objective
The Deputy Chief Veterinary Officer provides leadership, plans and manages livestock biosecurity projects, which maintain and enhance trade and market access of Northern Territory livestock and livestock products.

 

Context Statement
This position is a senior leadership position within the livestock biosecurity team, and will be required to act in the role of Chief Veterinary Officer and Chief Inspector of Livestock in their absence.

 

Key duties and responsibilities

  1. Lead and manage the livestock biosecurity staff in the Darwin, Katherine, Tennant Creek and Alice Springs regions.
  2. Manage all trade and market access related to biosecurity projects within the Livestock Biosecurity Unit business plan.
  3. Function as the Chief Veterinary Officer and Chief Inspector of Livestock as required.
  4. Represent the Northern Territory on national working groups and committees related to animal biosecurity and welfare.
  5. Closely liaise with local livestock industry and relevant bodies on matters relating to livestock biosecurity, welfare and market access.
  6. High-level strategic advice and reporting to government executive and industry on animal biosecurity issues.
  7. Provide leadership in emergency disease and pest animal and plant responses in the Northern Territory.

Selection criteria
Essential

  1. Relevant tertiary qualification in Veterinary Science and eligibility for registration in the Northern Territory.
  2. Demonstrated experience leading animal health, biosecurity programs and other livestock programs.
  3. Highly developed knowledge and experience in animal biosecurity at the state/territory and/or national/international level within the national biosecurity system or within industry.
  4. Experience in policy research, critical analysis and provision of high-level advice, utilising conceptual and analytical skills.
  5. Demonstrated experience in leading and managing small virtual teams operating in remote regions across multi-disciplinary fields, and implementing strong work, health and safety requirements.
  6. Demonstrated knowledge of disease surveillance and disease control in livestock and the ability to plan and implement regulatory, research or extension projects.
  7. Highly developed communication and interpersonal skills to develop stakeholder relationships and establish partnerships.
  8. Proven experience in the preparation of complex briefings and submissions, including reports.

 

Desirable

  1. Relevant postgraduate qualifications or emergency animal disease response competency.
  2. Experience in the preparation of ministerial briefings and correspondence.
