Job summary
This new post in the VMD Residues Team will contribute to assuring food safety in the UK by assessing the veterinary residues programmes of new and existing UK trading partners. This assessment will involve checking the monitoring systems of other countries against our own UK programme, to establish equivalence and robustness in terms of commodities tested, as well as testing methods used and survey design.
You will be primarily responsible for assessing whether the systems that trading partners have in place are sufficient to ensure that banned substances, authorised medicines and contaminants are not present in food-producing animals, or their products, at levels that exceed Maximum Residue Limits (MRLs), thus helping to ensure food imported to the UK is safe for consumers.
You will achieve this by coordinating and conducting audits and assessments of the veterinary residues programmes of both existing and prospective UK trading partners, contributing to the wider Defra-led decision-making process.
While this work will be desk-based you will also be expected to travel internationally to undertake audit visits. You will be required to work closely with colleagues in both VMD Residues, as well as colleagues across government such as those in Defra's UK Office for SPS & Trade Assurance. You will develop a firm understanding of our domestic programme for veterinary medicine residues as well as an understanding of the challenges facing others in assuring food safety.

The main responsibilities of this role are to :
- coordinate and conduct robust assessments of veterinary medicine residues programmes on request from Defra for both new and existing UK trading partners.
- collaborate with colleagues to streamline the processes for reporting outputs.
- participate in audit meetings with trading partners, possibly internationally, to investigate processes and methods for sample collection and testing.
- support ongoing work on improving the existing UK veterinary medicines residues programme to ensure it delivers effectively and provides assurances to trading partners.
- assist the Head of Team and Operations Manager to develop and implement policy on the veterinary medicine residues programme.
- comply with ISO 9001 (quality management) and ISO 27001 (information security) standards, and GDPR and record management requirements.
- act corporately – meeting, role-modelling, embedding, and championing the corporate objectives set by the VMD.
Person specification
You must have specific experience in one or more of the following:
- Analytical chemistry techniques and the importance of Maximum Residue Limits (MRLs) in the context of food safety
- Practical experience of undertaking laboratory procedures relevant to residues testing
- Experience in epidemiology, as the role requires good understanding of global approaches to survey design
- Experience in conducting audits to set quality standards such as ISO9001 and/or ISO17025
You must have/be able to:
- Understand complex policy issues quickly
- Analyse information, identifying key issues, and then making recommendations to colleagues
- Communicate confidently and concisely, both orally and in writing

Salary
New entrants are expected to start on the minimum of the pay band.
Location
Please be aware that this role(s) will be contractually based at the VMD headquarters in Addlestone, Surrey. Fixed location, but flexible working arrangements.
As part of the pre-employment process for this post, successful candidate(s) will be able to agree a contractual workplace from those locations listed in this advert. The agreed contractual workplace is then the substantive and permanent place of work for the successful candidate(s)
Where the location is ‘National’ the successful appointee should discuss and agree an appropriate contractual location in line with both Defra’s location policy and site capacity, prior to proceeding with pre-employment processes.

Working Pattern
This is a full-time post. It may be possible for individuals to fill these roles on an 80% FTE basis, but no less due to the tight time constraints of the work commitments.

This is a Fixed-term Appointment as an Audit & Assessment Officer in the Veterinary Medicines Directorate Residues Team. This post will therefore begin from a date we will agree with the appointee once we have completed all the necessary pre-employment checks, and will end on 31 March 2025. The post is not permanent. It is time limited due to a fixed funding period or as part of a specific project. The fixed term will end when the funding or the project expires. Your responsibilities will include work to ensure food imported to the UK is safe for consumers.
