We are Australia’s international trade remedies authority - the Anti-Dumping Commission. The Commission is responsible for undertaking investigations into allegations of unfair trade practices involving goods entering Australia and administering Australia’s anti-dumping legislation. About the Branch
The Commission’s Strategy and Legal Branch is responsible for providing critical advisory and strategic support to the Commission, to enable the efficient and effective conduct of investigations case work.
The Branch currently delivers:
- Domestic and international stakeholder engagement
- Data management and analysis
- Governance and performance reporting
- Advisory support to Australian businesses
- Practice improvement design and implementation
- Specialist recruitment, training and development
- Corporate and business services, and
- Legal advice and dispute settlement representation.

Strategy and Legal Branch has multiple, Executive Level 1, non-legal positions available in four sections. If you have experience in either of these areas, we’d love to hear from you.
- Outreach and Engagement (Communications, Liaison and Secretariat)
- People and Capability (Learning and Development (L&D), Recruitment and Culture)
- Operational Policy and Practice (Projects, Operational Practice Improvement and SOPs)
- Governance and Performance Analytics (Governance Frameworks, Data Management and Analysis, Business and Performance Reporting)

What you will do
Outreach and Engagement:
- Develop and nurture collaboration with industry and government stakeholders on Australia’s anti-dumping system.
- Implement commission outreach programs with industry and overseas trade remedy authorities, under limited direction.
- Plan and implement the International Trade Remedies Forum as Secretariat.
- Develop and coordinate Minister, Commissioner, and Senate Estimates briefings for the commission, exhibiting autonomy in decision-making.
- Provide strategic advice on stakeholder activities, interests, and engagement risks, contributing to policy advice.
- Prepare whole-of-commission public-facing communication, showcasing proficiency in communication tasks.
People and Capability:
- Lead the design, development and implementation of a communication strategy for technical and non-technical learning and development opportunities.
- Lead the sourcing and delivery of learning and development opportunities to fill capability gaps identified by your team and the wider commission.
- Lead bulk recruitment activities, including assisting with job design and position descriptions.
- Deliver recruitment marketing and manage recruitment panels, processes, reviews, and reporting.
- Monitor establishments and staffing levels/vacancies.
- Lead the development/update of orientation and induction schedules and resources and monitor delivery of these sessions for the commission’s new starters.
Operational Policy and Practice:
- Identify improvements to the commission’s work through data analysis and cross branch engagements.
- Manage your own work programs including responding to strategic priorities, delegating tasks and collaborating with other teams.
- Directly manage staff to deliver outcomes.
- Lead a small team to design and deliver enterprise-wide projects.
- Support senior leadership to develop and implement business planning and continuous improvement.
- Maintain effective stakeholder relationships, including with other federal government departments.
Governance and Performance Analytics:
This is a newly established section and work tasks could consist of the following/may vary depending on experience.
- Manage analytical results and the presentation of data.
- Oversee databases and data quality assurance.
- Use Power Bi and CRM (Dynamics 365) to build a suite of reports.
- Review documentation for publishing on the Commission's webpage.
- Monitor duties implementation (customer) enquiries.
- Review and respond to a range of governance and corporate framework and reporting requirements.
Eligibility
To be eligible for employment in the APS and the department, candidates must be Australian Citizens.
Positions require a Baseline security clearance and successful candidates will be required to obtain and maintain a clearance at this level.

These positions are preferred as Melbourne-based. The Commission supports a range of remote work arrangements and will consider remote working on a case-by-case basis. Candidates interested in remote working arrangements are encouraged to apply.
