The Opportunity 

An exciting opportunity exists for an Animal/One Health Officer to join our team at Burnet based in Port Moresby, Papua New Guinea!

The Health Emergencies Working Group of Burnet’s Health Security Program has been awarded the Fleming Fund PNG country grant (2020-22) to achieve the following objectives:

  • Objective 1 :Strengthened One Health approaches to information sharing
  • Objective 2 :Strengthened antimicrobial resistance (AMR), antimicrobial use (AMU) and antimicrobial consumption (AMC) surveillance and monitoring systems in the human health sector
  • Objective 3 :Strengthened AMR, AMU and AMC surveillance and monitoring systems in the animal health sector

The project will be delivered by a Project Implementation Team (PIT) based in Port Moresby composed of technical specialists in one health/animal health, microbiology/human health and antimicrobial resistance surveillance. This team will be supported by management and technical experts based in Australia from Burnet and other partner organisations.

 

In this role, you will:

  • Lead the implementation of aspects of the Fleming Fund Country Grant for PNG related to animal health (objective 3). This includes provision of technical assistance to national counterparts and day-to-day management of activities to achieve grant outputs
  • Assist with and guide the inputs from Thematic Leads for Animal Health, Microbiology, and Surveillance as they relate to achieving the Objectives 1 and 3
  • Support the Team Leader and PIT technical specialists to implement activities related to Objective 2
  • Liaise with members of the Technical Advisory Group for specialist / sub-specialist advice and with Beyond Essential Systems for development and implementation of AMR software
  • Strengthen and coordinate Burnet Institute relationships in PNG with all stakeholders engaged with AMR work including liaising with the holders of the Fleming Fellowship Scholarship Grant to develop the capacities of key national personnel involved in animal health and One Health

Let’s talk about you

This position would suit experienced public health professionals with an interest in applying their technical and managerial skills to addressing AMR, and familiar with delivering activities in a dynamic, challenging development setting.

 

The following are essential criteria:

  •  Bachelor degree in Veterinary Science and/or Agricultural Science
  • Expertise in delivering projects and/or programs addressing antimicrobial resistance
  • Expertise in animal health surveillance systems (design, implementation and/or evaluation), veterinary microbiology and/or laboratory management
  • Experience with One Health activities (design, implementation and/or evaluation)
  • Experience in resource-constrained settings such as Papua New Guinea, Myanmar, Lao PDR or similar and willingness to be based in PNG for the duration of the project
  • Experience in international development, research or not-for-profit organizations
  • Demonstrated capacity to work independently exercising strong judgement, decision making and problem-solving skills
  • Good time management and organizational skills
  • Fluency in English and demonstrated high-level written and verbal communication skills

 

The following experience is desirable:

  • Post-graduate degree in public health, microbiology, epidemiology, biostatistics and/or international development
  • Experience with the management of international development projects and operations including technical advice, planning and design, monitoring and evaluation, and stakeholder relationship management
  • Demonstrated abilities in leadership, team management and cross-cultural communication
  • Experience working on databases and/or health information systems
  • Experience with conducting health research in developing settings
